Encased within Gilded Metalert Dalek Emissaries speak with the Voice and Authority of the Emperor.
Dalek Emissaries are the Diplomats of the Dalek Empire, often being a lot calmer and slow to anger these Daleks can be found serving as ambassadors or leading peace talks. The Enhanced Metalert which is used in the construction of their casing gives them a great deal more protection over a standard dalek unit.
The Dalek Emissaries have been noted to be leading Dalek War Fleets in campaigns that the Emperor has deemed to be of particular import.
